Template 1 — comments on a consultation
RTI Template — Comments received on a consultation paper
To: The Central Public Information Officer, <REGULATOR NAME AND ADDRESS>
Subject: Information sought under Section 6(1) of the Right to Information Act, 2005
Why this template exists: regulators invite "public comments", but several —
RBI above all — do not publish what they receive. The consultation record is
the raw material of policy capture analysis. Section 2(f) of the RTI Act
covers "information held in any material form"; received comments are held
information. Precedent: comments on RBI's Discussion Paper on Charges in
Payment Systems (2022) were never published; commenters had to self-publish
(NASSCOM, Vidhi Centre for Legal Policy).
I request copies of the following information held by your public authority:
1. Copies of all comments/feedback/responses received on
**[PAPER TITLE AND NUMBER, e.g. "Discussion Paper on Charges in Payment
Systems dated 17 August 2022"]**, in any format (email, letter, PDF,
portal upload), including those received after the stated deadline.
2. A list of all persons/organisations that submitted such comments, with
the date of each submission and the mode of submission.
3. If any comments were not considered or were excluded, the reason recorded
for each such exclusion.
4. Copies of any "action taken"/response statement, presentation, or
internal note summarising the comments received and the changes made to
the draft in response.

Template 2 — committee minutes
RTI Template — Minutes of meetings between the regulator and industry
To: The Central Public Information Officer, <REGULATOR NAME AND ADDRESS>
Subject: Information sought under Section 6(1) of the Right to Information Act, 2005
Why this template exists: the strongest documented form of lobbying access
is the meeting minute. Committee meeting minutes, visitor records and
agenda papers are "information" under Section 2(f). Pair this template
with the comments-disclosure template to connect *who was heard* with
*what they asked for*.
I request copies of the following information held by your public authority:
1. Copies of minutes, agenda papers and attendance records of all meetings
of **[COMMITTEE NAME, e.g. "the Advisory Committee on Payment and
Settlement Systems" / "the committee constituted to examine [SUBJECT]"]**
held between **[START DATE]** and **[END DATE]**.
2. Copies of any notes, submissions or presentations made to the committee
by industry associations, member institutions or their representatives.
3. The list of members of the said committee with their designation and
the organisation they represent.
4. Copies of visitor/guest entries recorded for meetings between officials
of your authority and representatives of **[ASSOCIATION OR COMPANY]** on
**[DATES OR DATE RANGE]**, if such records are maintained.
